Then reality intervenes.
Your governance processes aren’t mature enough to oversee that level of independence. The agent hasn’t built sufficient track record to warrant that trust. The tasks it handles carry consequences that demand tighter controls.
What actually operates isn’t what you designed. It’s what your organisation can sustain.

The Foundation: Four Dimensions, One Profile
In a previous post, we explored how agent autonomy breaks down into four distinct dimensions: task, tool, plan, and collaboration. Each dimension captures a different aspect of how independently an agent operates.
These dimensions combine into autonomy profiles—coherent patterns like the Supervised Executor (constrained across all dimensions) or the Strategic Operator (autonomous across all). The profile you design for an agent represents your intent: the operational character you believe best serves the business purpose.
But intent isn’t enough.
Three Forces That Constrain Reality
Between your desired autonomy profile and what actually operates stand three constraining forces. Here’s the critical insight: two of them vary by dimension.
Organisational Maturity (Dimensional)
Maturity isn’t monolithic. Your organisation might have excellent monitoring for tool usage but rudimentary visibility into multi-agent collaboration. Policies might clearly address task assignment but stay silent on plan deviation. Teams might confidently review agent strategies but lack any playbook for overseeing agent-to-agent negotiation.
Each dimension has its own maturity ceiling:
- Task autonomy maturity: Can you review agent-identified work? Detect inappropriate task selection?
- Tool autonomy maturity: Is tool usage auditable? Are guardrails in place?
- Plan autonomy maturity: Can you trace adaptive behaviour? Evaluate agent-generated strategies?
- Collaboration autonomy maturity: Are multi-agent interactions observable? Is accountability clear?
A baseline organisational maturity—cultural readiness, incident response, accountability structures—provides the floor. Dimensional maturity builds on top.
Agent Trust (Dimensional)
Trust develops through demonstrated behaviour. But behaviour differs by dimension.
An agent might have proven excellent judgment in tool selection through hundreds of successful capability choices—but have zero track record in autonomous task identification. It might plan brilliantly but have never collaborated with other agents.
Trust is earned dimensionally:
- Task trust: Sound judgment in identifying appropriate work
- Tool trust: Reliable capability selection and error handling
- Plan trust: Effective strategy formulation and adaptation
- Collaboration trust: Appropriate engagement and reliable follow-through
Trust also develops at different rates. Tool trust might build quickly through high-volume interactions. Collaboration trust grows slowly through fewer, higher-stakes engagements.
Task Criticality (Universal)
Unlike maturity and trust, task criticality doesn’t vary by dimension—a task’s stakes are what they are. But criticality determines how strictly dimensional limits bind.
High-stakes work demands conservative autonomy across all dimensions, regardless of what maturity and trust technically permit. Routine work allows fuller use of available capability.
Criticality is a multiplier on constraint stringency, not a separate ceiling.
The Governing Equation
The sustainable autonomy profile—what reality permits—now calculates dimension by dimension:
Sustainable(dimension) = f(Maturity(dimension), Trust(dimension), Criticality)
And the applied profile follows the same dimensional logic:
Applied(dimension) = minimum(Desired(dimension), Sustainable(dimension))
This produces nuanced outcomes. An agent might operate at desired task autonomy (sufficient maturity and trust) while being constrained below desired plan autonomy (where trust hasn’t developed). The applied profile reflects reality’s uneven terrain.
The Strategic Value of Dimensional Gaps
The dimensional model transforms gap analysis from vague to precise.
Instead of “we’re not ready for autonomous agents,” you can say “task autonomy is limited by trust—the agent needs more track record in self-directed work identification.” Or “plan autonomy is constrained by maturity—we need better observability into adaptive behaviour before we can govern it.”
Each gap points to a specific investment:
- Maturity gap in tool autonomy → invest in tool governance and monitoring
- Trust gap in collaboration autonomy → create controlled multi-agent scenarios to build track record
- Maturity gap in plan autonomy → develop strategy review processes and deviation protocols
You stop chasing generic AI maturity and start making targeted investments that unlock the specific autonomy you need.
Dynamic and Uneven
The applied profile evolves as evidence accumulates—but unevenly.
Tool autonomy trust might develop quickly through frequent interactions. Collaboration autonomy trust builds slowly through rarer engagements. Maturity investments in monitoring advance tool governance faster than policy development advances task governance.
The dimensional model captures this natural unevenness. It responds proportionally: a planning failure reduces plan autonomy trust without affecting tool autonomy trust. A governance gap in collaboration oversight constrains that dimension without limiting others.
Reality isn’t uniform. Neither is the framework.
Making It Work
For agent designers: articulate desired autonomy explicitly across all four dimensions, knowing reality will constrain them unevenly.
For governance teams: assess maturity and trust dimension by dimension. The precision pays off in targeted development.
For organisations just starting: a simplified single-score model works for quick starts. Evolve to dimensional assessment as your AI governance matures and precision becomes valuable.
The path from design intent to operational reality runs through capability, trust, and risk—dimension by dimension. Most organisations navigate this implicitly, discovering constraints through failure.
